Congestion charge deadbeats

Congestion charges? We don’t pay no stinking congestion charges!
Mr Livingstone stoked the dispute yesterday, accusing Robert Tuttle, the ambassador, of behaving like a petty criminal. He told London Tonight: “It would actually be quite nice if the American ambassador in Britain could pay the charge that everybody else is paying and not actually try and skive out of it like a chiselling little crook.”
Too funny. But is it a service fee or a tax?
